What price point are you thinking of? May I suggest a customizable option, where the buyer gets to combine options you provide for the background color and the artwork? I think that customizing is a great way to be able to charge more without being too much more work for you. I'd charge around 50%-80% more for a customized fan, and truly custom work starting at 150% of your base price (and could easily cost more depending on the job).
I love customizing products I buy, and I'm always willing to pay a little more for it!

They are gorgeous, and depending on the price I would definitely buy one of these on etsy! (The problem is that they are worth more than I could spend. A little like Adam's embroidery.)
